It is approved stock under Antigua and Barbuda's citizenship by investment program, so the purchase can carry a citizenship application for you and your qualifying dependants. The program's property threshold is US$300,000, so you are paying for the apartment, not the passport โ it suits a buyer who wants both and will judge the apartment as an apartment.
What you actually own
Freehold here means indefinite ownership registered in your name, inheritable and sellable, with no ground lease running down behind it. Your title covers the apartment plus an undivided share of the common property; everything outside your front door is run under the community's by-laws. Holding a share of the common areas is not the same as controlling the pool, the grounds or any leisure facility โ those can sit with the developer or a separate operator, and be re-priced, restricted or closed without a meaningful owners' vote.
Before a deposit moves I want the registered title and strata plan, the by-laws and association constitution, two years of association accounts with the reserve balance, a written and dated schedule of which amenities are open today and who runs them, and the construction program for the rest of the site.
How the citizenship works, and the exit
This is approved stock, above the program's US$300,000 property threshold. On top of the price the Citizenship by Investment Unit charges US$10,000 processing for a single applicant or US$20,000 for a family of four; due diligence of US$8,500 for the main applicant, US$5,000 for a spouse, US$4,000 per dependant aged 18 or over and US$2,000 for ages 12 to 17; and US$300 per passport.
You cannot resell for five years unless you roll into another approved Antiguan property. On resale the seller carries stamp duty at 7.5%, and a non-citizen seller can face land value appreciation tax of 5% on the uplift. Physical presence is currently five days within the first five years; a bill presented on 15 July 2026 would raise it to 30. On the 2026 Henley index the passport carried visa-free or visa-on-arrival access to 154 destinations.

What does it cost to buy and hold?
At closing you pay stamp duty of 2.5% plus conveyancing of roughly 1% to 2%; buyers taking approved real estate under the program are exempt from the non-citizens landholding licence. Annual property tax is charged on assessed value at rates within a 0.1% to 0.5% band. The costs that actually decide it are the service charge and windstorm insurance โ I have no verified service charge for this building and will not guess one, so ask for it per unit with two years of actual spend.
Can I rent it out?
Yes. Completed units on Antigua let into a genuine short-stay market, usually through either a developer-run program or independent management, and what decides between them is the paperwork: the management fee, whether income is pooled or attributed to your unit, and how many owner-use nights you get in peak season. Treat projected yields as marketing and ask instead for actual occupancy and average nightly rate, month by month, for the last two completed years.
Does a second citizenship cut my tax?
Antigua and Barbuda levies no personal income tax, capital gains tax or inheritance tax, which is genuinely useful to someone who becomes tax-resident there. It does nothing for a US taxpayer: US citizens are taxed by the United States on worldwide income regardless of where they live or how many passports they hold, and renouncing is the only exit โ a step with its own exit-tax consequences that belongs with a US tax attorney.
What is the catch?
You are locked in for five years, and exit costs are seller-weighted: 7.5% stamp duty plus a possible 5% land value appreciation tax on the uplift. On 25 June 2026 the European Commission asked Antigua and Barbuda and four other Eastern Caribbean states to phase out their citizenship programs by 1 June 2028 or risk suspension of Schengen visa-free access โ a formal request rather than a ban, but your five-year hold runs past that date. Approved stock also tends to price at a premium to comparable non-approved property, and in year six your buyer may not be paying for eligibility.
