A hotel residence on St. Lucia's north-west coast, still under construction β€” every image of it is a developer rendering, not a building you can walk into today. It suits a buyer who wants Saint Lucian citizenship, would rather hold an asset than write off a donation, and is comfortable owning a lease over a room inside a resort operation. If you want freehold title, unrestricted use, or rental income you can bank on, this is the wrong shape of purchase.

What you actually own

This is a leasehold interest in a hotel unit, not freehold land. Before a deposit moves I want four things in writing: the lease term and what happens at the end of it, whether the lease is registered in your name at the Land Registry, the ground rent and its escalation, and whether the unit is tied to the hotel's management agreement for the life of the lease. Off-plan adds three more β€” where staged payments are held, who releases them, and a long-stop completion date with a remedy attached.

A non-national also needs an alien landholding licence. St. Lucia's Act defines land to include a leasehold interest, so a hotel lease is caught. The licence is issued by the Citizenship by Investment Board on the strength of a Certificate of Eligibility, and the application is yours to make.

The cost of holding it

  • Certificate of Eligibility: US$3,000 for one year's validity, US$10,000 for ten.
  • Alien landholding licence: US$2,500 for an acre or less. Where the interest is a lease, the published fee is US$2,500 or 2 per cent of the aggregate rental over the full term, whichever is higher.
  • Citizenship route: a qualifying purchase starts at US$300,000 in an approved development, held five years, with no residence requirement. Application, due diligence and government fees sit on top, charged per applicant and per dependant.

What I will not quote here: the annual service charge, the furniture and equipment reserve, insurance, and property tax. I have no written schedule for this unit, and I would rather hand you a costed one than an estimate that reads well.

This property qualifies for the St. Lucia Citizenship by Investment program.

I publish no yield here because I have not seen operating statements I would stand behind. Ask what the revenue split is a split of, whether the furniture and equipment reserve comes off before or after your share, and how many owner-use nights you get and what you are charged for them.

Does it qualify for citizenship?

Yes, under the real-estate route: a qualifying purchase in an approved development starts at US$300,000, with a five-year holding period and no residence requirement. Program rules move without warning β€” the United Kingdom now requires St Lucian nationals to hold a visa to visit.

What is the catch?

Nothing is built yet, so you are funding construction and carrying delivery risk. On exit, the buyer pool for a citizenship-linked leasehold unit runs largely to the next citizenship applicant, and the developer may still be selling new stock in the same resort when you list. Plan the exit before you wire a deposit, and expect a discount.

I am a US citizen β€” does this help my tax position?

No. US citizens are taxed on worldwide income regardless of a second citizenship, and owning foreign property brings its own US reporting obligations. Buy this for optionality and for the asset, never as a tax plan.
