Jungle Bay Resort
A hotel unit inside an operating eco-resort at Morne Acouma, above Soufriere on Dominica's south coast, developed by Ay Ay Holdings Caribbean Ltd. and on the Citizenship by Investment Unit's register of approved real estate projects. You hold a recorded deed, but the villa is let through the resort and your personal use is one week a year. It suits a buyer whose first objective is a second citizenship and who is content to be passive in someone else's hotel business, and nobody who wants a Caribbean base to actually use.
What you actually own
Freehold title with a recorded deed, not a share in a holding company and not a fractional interest. At closing I want the registered parcel identified on paper and the deed recorded in your name. Phases 1 to 3 were finished between 2019 and 2022, so the building exists and the resort is trading.
What the deed does not give you is control. Owners sign a management agreement and the villa is operated inside Jungle Bay's accommodation inventory: you cannot let it yourself, set rates, or change manager. Rental income is pooled across all owners and paid annually on a published split of 30% to owners, 40% to maintenance, repairs and insurance, and 30% to the operator. The villa count that determines your share is not published. Ask for it in writing, with the distributions paid over the last three years.
What it costs, and how you get out
Government fees sit on top of the purchase and are substantial: US$75,000 for a sole main applicant, or US$100,000 with up to three dependants; US$7,500 due diligence for the main applicant and US$4,000 per dependant aged 16 or over; US$1,000 processing; US$1,000 per interview, which is mandatory at 16 and over; US$500 per naturalisation certificate. A single applicant pays US$85,000 to the state before a lawyer is paid.
The price sits exactly on the CBI real estate minimum, with no headroom, so I want written confirmation that the amount attributed to qualifying real estate still clears the threshold once closing costs are allocated. Resale is permitted three years after citizenship is granted, or five if your buyer is another CBI applicant, which ties your exit to the program's rules at that future date.

What will I pay beyond the purchase price?
Government charges of about US$85,000 for a single applicant: US$75,000 government fee, US$7,500 due diligence, US$1,000 processing, US$1,000 interview and US$500 for the certificate, plus legal fees. The developer says maintenance, repairs and insurance come out of the 40% allocation with no out-of-pocket cost to owners; before I accept that I read the agreement for any clause permitting a special assessment or capital call.
Can I rent it out myself, or stay there?
You cannot let it yourself. The villa stays in the resort's inventory under a management agreement, income is pooled across all owners and paid annually, and personal use is one week a year. Dominica also requires 15% to be withheld from rental payments made to non-residents, and I get the operator to confirm in writing how that applies to a pooled distribution.
Does buying here get me citizenship?
It makes you eligible to apply. The project is on the approved register and the price meets the real estate minimum, but due diligence is genuine, the interview is mandatory for everyone aged 16 and over, and the decision belongs to the state. I structure the contract so your money is protected if the application is refused.
Is this a tax plan?
Dominica levies no wealth, gift, inheritance, foreign income or capital gains tax, imposes no residence requirement and permits dual citizenship. None of that helps an American: US citizens and green card holders are taxed on worldwide income regardless of how many passports they hold. Treat a second citizenship as mobility and contingency, not tax planning.
