A completed four-bedroom villa at Sandy Bank Bay, inside the Christophe Harbour master development on the South East Peninsula of Saint Kitts. It is freehold and finished, with open-plan living opening onto a private terrace and pool and courtyard planting by the landscape architect Raymond Jungles, so you can walk the rooms before you commit. It suits a buyer who wants a real second home in a managed resort community and treats a Saint Kitts and Nevis citizenship application as a by-product rather than the point.

What you actually own

Freehold title. Sanctuary Lane is a collection of attached and detached villas, so establish which this unit is, and what is shared with the neighbour, before anything else. Membership of the private Christophe Harbour Club is offered with each villa — and "offered" is doing real work. I want it in writing whether membership is compulsory, whether it transfers to your buyer on resale, and what the joining cost and the annual dues are.

Beyond your own walls you own an interest in a master plan. The developer's own caveat is that amenities, pricing and development plans are conceptual and may be modified or withdrawn at any time. Buy for what is open and operating the day you visit. Before an offer I want title and plot boundaries, three years of actual association accounts, the club agreement, and any rental management contract in full.

The honest cost of holding it

On the way in. A foreign buyer normally needs an Alien Landholding Licence costing about 10% of the purchase price, which takes total buyer-side acquisition costs to roughly 11–13% once conveyancing at 1–3% and a Land Assurance Fund contribution of about 0.2% are added. Buying as approved real estate under the Citizenship by Investment Program removes the licence requirement, which is why the citizenship question gets settled before you agree terms, not after.

Every year after. Property tax is 0.2% of the assessed value of the building plus 0.2% of the land, assessed by Inland Revenue on open-market value rather than what you paid, and due by 30 June. No personal income, wealth or inheritance tax. The association charge, club dues, windstorm insurance and utilities decide your real annual cost, and none is published; I get them in writing rather than print an estimate.

Does buying here qualify me for Saint Kitts and Nevis citizenship?

The real-estate route has two designations: US$325,000 in an Approved Development, or US$600,000 for a single-family private dwelling bought as approved private real estate. At this price the money is never the obstacle — the designation is, and Christophe Harbour, Sandy Bank Bay and Sanctuary Lane are not named on the current approved-development list, though Ocean Grove Villas is. I get the designation confirmed in writing by the Citizenship by Investment Unit before anyone commits funds.

What does the citizenship application add on top of the property?

Government fees are due diligence of US$10,000 for the main applicant and US$7,500 per dependant aged 16 or over, plus post-approval fees of US$25,000 for the main applicant, US$15,000 for a spouse, US$10,000 for a dependant under 18 and US$15,000 for a dependant 18 or over. Every main applicant attends an interview arranged through the Unit. If you use the villa to qualify, it cannot be resold for at least seven years.

Can I rent it out?

Yes — a property management program supports optional rental income when you are not using the villa. Accommodation services attract a reduced 10% VAT rate rather than the 17% standard rate, and payments of dividends, interest and royalties to non-residents carry 15% withholding. I will not project a yield: there is no published occupancy history for Sanctuary Lane, and the terms that matter are the operator's commission, whether income is pooled, your owner-use weeks and the lock-in.

I'm American. Does a second passport help my tax position?

No. The United States taxes its citizens on worldwide income regardless of a second citizenship, and renunciation is the only exit — an irreversible step with its own exit-tax consequences. Anyone selling you a Caribbean passport as a US tax solution is not being straight with you.
